Philly Officer In Hot Water
Saturday, February 23, 2008
Deshane Riggins, 28, recently of the 14th District, in Germantown, is accused of creating false accident reports on 19 occasions, the district attorney's office said in a news release. Those reports were then used by other people to pursue fraudulent insurance claims, prosecutors contend."In each case, it is alleged that Officer Riggins knew that the subsequent insurance claim was a hoax and that his police report pertaining to the purported accident was false," the D.A.'s office said in the release. Riggins also was charged with conspiracy. The offenses he faces are third-degree felonies. Each count carries a maximum of seven years in prison and a fine not to exceed $15,000. Riggins has been assigned to desk duty since July pending the outcome of the D.A.'s ongoing investigation. Prosecutors declined to release further information. Officer Jillian Russell, a police spokeswoman, said yesterday that Riggins had been placed on administrative duties as of July 20.At the 14th District, headquartered on Haines Street near Germantown Avenue, he was a regular patrol officer. According to city database records, Riggins joined the Police Department on April 17, 2000.He was making $55,000 as of December 2007.

WAITING FOR AN ACCIDENT
Tuesday, February 19, 2008
Waiting for an accident to happen is what we do day in & day out sometimes 7 days a week 10-14 hrs. a day. Sitting in a parking lot near a busy intersection waiting for the call to come over my police scanner so i can race my competition and try to get there first i'll probably will have to cut him off if he's catching up to me but thats how we do i have to be first no matter what. We have no respect for other vehicles on the street we run red lights blow pass stop signs and if a cop sees us he probably wouldn't do anything we pretty much now all the cops in the area and a little favor here & there goes a long way. Some officers will even help you get a wreck they will do all the talking for you they will even jump in the back of the ambulance and tell them sir/madam this is where your car will be and since he's a cop easy as cake for me i'll make a couple hundred dollars and the officer will get a favor of some sort maybe he'll need his car towed one day but thats how it works in the city of Philadelphia.

CONFESSIONS OF A TOW TRUCK DRIVER
Monday, February 18, 2008

Thats right this is the real thing what you need to know about many of the tow company's that prey on the accident victims of Philadelphia. We are somtimes referred to as wreck chasers or ambulance chasers but my favorite is here comes the vultures. I've been doing this for about 12 years and there is a lot of money in this industry thats why this business is about to be shut down by the city because of all the scams that are taking place for instance one major scam is insurance fraud or you have body shops holding cars hostage so the can charge the customer outrageous fees. This is how it works the body shops offers us 20% of the final estimate of the repair damages that the insurance companies write now thats a lot money especially if you tow a couple of cars a week into that shop think about it you get 5 wrecks a week and the estimate to fix them is about $5000. for each thats like $5000. in your pocket easy and if the car is not repairable and considered a total loss then we would sell it to storage yard for $400. and move on to the next one.
